About Bob

A founder of Hill & Rainey, Bob had more than three decades of legal experience, and is one of the nicest people you will ever meet. As a specialist in civil litigation and bankruptcy, Bob took care to walk his clients step by step through the complicated legal process.

Bob had a passion for the law and always enjoyed coming up with creative solutions to complex legal problems. He is a great negotiator and generally able to resolve legal disputes outside of the courtroom.

Originally from Columbus, Ohio, Bob moved to Virginia to attend law school at William & Mary. After graduation, he spent a few years working for a small law firm in Petersburg before starting Hill & Rainey, with his friend and colleague, T.O. Rainey. Outside of work, Bob enjoys spending time with his wife, Shelley, and their two sons and grandchildren.

Bob is a huge fan of the Cleveland Browns, which is not only a testament of his hometown pride, but of his unwavering loyalty.

About T.O.

1953-2023

A founding partner of Hill & Rainey, he was born and raised in Dinwiddie County. T.O. developed a passion, not only for the great state of Virginia, but also for the people who live here. T.O. specialized in veteran’s benefits, estate planning, and family law, but regularly took criminal cases as well.

As a former Prosecutor, County Attorney, and Town Attorney, T.O. offered a unique perspective that provides clients with a comprehensive plan to tackle even the most difficult legal issues. He took pride in his community and enjoyed helping local people solve their legal problems.

T.O. founded Hill & Rainey with Bob Hill in 1982. His work laid the foundation for a successful law practice that serves clients in the Tri-Cities and throughout the Commonwealth of Virginia.

Outside of work, T.O. enjoyed attending church functions, charities, and coaching soccer. He also loved history and enjoys sharing his knowledge with those around him and was a devoted husband, father and grandfather.
